The wind speed used to determine pressures for serviceability loads is from the maps in Figures CC1 to CC4 of ASCE 7 corresponding to mean recurrence intervals (MRI) of 10, 25, 50, and 100 years, respectively. It is up to your judgment a which of these to choose.
This value is input in the MRI (serviceability) wind speed input in the Site Information dialog.
