You select an Importance Category from NBC Table 4.1.2.1, and the program updates the Importance Factor shown in the Site Information input based on NBC Table 4.1.8.5.
The importance factor input becomes active only for Hazardous building types, because comment 117 of NBCC Commentary J states that the factor of 1.5 may not be sufficient for all buildings of this type. Note that the Commentary mentions 1.5 as the factor, but states in Table 4.1.2.1 that hazardous structures are part of the "high" category, with a factor of 1.3. We have defined the default factor as 1.3 for hazardous buildings, as we believe that the reference to 1.5 is a hold-over from the 1995 Commentary 33.
