Shearlines with Zero Capacity and Non-zero Shear Force (Bug 2211)

Shearlines that have no shear capacity because some of the constituent walls are composed entirely of segments that are too narrow, and all the other walls on the shearline are sheathed entirely with gypsum and Ignore gypsum setting is selected, would nonetheless receive shear load. This resulted in failed shearwalls and a warning that Jhd factor is less than zero. The program now identifies this case and does not include the shearline line in the load distribution process, for both rigid and flexible loading.
