Deflection Design for Weak Axis, Custom Multi-ply Members (v9 - Bug 2859)

For weak axis design with multi-ply sections, the program was using an EI value for deflection that was less than it should be by the number of plies squared. This resulted much larger than expected deflections. Thi has been corrected.
