Validating Partial Line Loads (Change 44)

Previously, when adding, removing, or changing spans, if the start point of a partial line load was at or past the new end of the member, the start point would be adjusted to be at the new member end. This results in a meaningless load with zero length.

The program now deletes any line load whose start point is at or past the new member end. The program continues to shift line loads past the old member end to the new member end location, in order to capture point loads at the right support.
