Low-rise Height-to-width Limit Based on...

The definition of Low-rise Buildings in ASCE 7 26.2 says they must have mean roof height less than least-horizontal dimension, but ASCE 7 provides guidance for simple rectangular structures only. For low-rise structures with multiple blocks, this setting is used to specify whether the limit in 26.2 is to be applied to each block or to the structure as a whole.

It would seem reasonable to apply the limit separately to a large multi-story structure with a single-story attached garage, but to apply the limit to an entire structure where blocks are used only to differentiate roofs on the same level or to create a small abutment for a porch.
