Limitation of Case 2 Loads to Three Stories or More

The program now implements the Exception to 27.4.6, referring to Appendix D 1.1, which says that buildings two stories or less do not require Case 2 loads (75% loading plus 15% moment). On buildings for which all blocks have 2 levels or less, only Case 1 Directional (All Heights) loads are generated. These loads are at 100%, with no additional torsional moment.
