According a message that appears when load input view is invoked, user-defined forces entered in load input view are used to model the effect of forces from adjoining structures, so they are treated as point loads at the shear line location on the level the force is entered for and included in torsional analysis on that level.
An exception is made when there are no applied or generated loads on the level, only user-applied shear line forces. In this case we can assume that you do not want to perform rigid load distribution and wish to analyze individual shear lines with manually calculated forces
